Can I use Milta offline?
The iPhone app can. Search uses the dictionary already on the phone, so it works with no connection. The website needs a connection to load and to look words up.

The website searches the dictionary on milta.app. Your browser also saves the public word list and refreshes it when a newer version is published. The iPhone app checks a small version address when it opens and has a network connection. If the dictionary is newer, it downloads that public list and switches to it only when the file is a complete word list. A short or broken download is ignored, and the copy already on the phone stays. An App Store update is separate: that is how the app itself changes, including a newer dictionary bundled with the next build.
Email support@milta.app with the word, what the dictionary says now, and what it should say. On the website you can also use Suggest a word on the About page, or Suggest this word when a search has no results. Those notes are stored for an editor to review. The iPhone app has no suggestion form, so email is how to report a mistake from the app.
How the website and the iPhone app handle information is on the privacy page.
